does "1" mean its enabled? and is that film on them a tamper protection?

The film (kapton tape) is there to protect the switch when it's being soldered to the motherboard add to allow a machine to pick up the part and place it on the motherboard.

so which setting enables write protection? I assume it's 1, but I want to be sure. I haven't seen it documented specifically.

Looking at the schematic, moving the switch towards
1
disables write protection (allows writing).
The pin is disconnecting from BMC control and pulled high by resistor; 1(off) 2(on)
