I thought that since AMD's drivers are always open source, then the Power developers came up with the equivalents for our architecture. At the time of my 5700 I remember that when the first drivers for Linux were published, Raptor in the person of Tim Pearson, created a Patch to insert nice Kernel and from that moment on this card started to work also on Power. Then as time passed, everything was integrated into the official kernels and the 5700 as well as the 5500 Navi 14 ran perfectly on Power. Now I don't know if even in this case, a Patch would be needed to make these cards work at first, or in this case the problems are other too ... You should ask whoever does this work on AMD GPU drivers. ..
