The patch is included in Kernel 5.6, but it is broken. q66 submitted a fix a few days ago. Now AMD has applied it. It will be included in the next 5.6.x releases.

There is nothing stopping you from using a patched Kernel 5.4 / 5.5 on F32. I also don't think that the patched Kernel of F31 will be overwritten by F32.

From my experience I can tell, that a 4-core even clock 3.8GHz at 110°C/ 230°F. I don't know if this behavior is normal. But that's it.

You could use the cvt command to look if the 1200 modelines has changed.
Otherwise, the Xorg logfile would be useful.

It worked until yesterday update (but I think that the Fedora 31 updated just the kernel, not the Xorg?!).

Do you have similar experience?

What's the problem in detail? Does 1080 resolution work?

Is there a reason why you chose this mainboard and CPU? Do you already own them?
What is the HTPC for? Should it only contacted to the NAS (playing media)?

If this is the case, why not just buy a NAS? Such as a DiskStation DS1817.

What kind of display you have in mind? Maybe you don't even need a HTPC.

I hardly guess, you need the patch in any case. Furthermore 20.4 comes with Kernel 5.4, IIRC.

Only if you buy the secure desktop. But you should be familiar with Linux in any case.

Socket name is LGA 2601. There is only the 2U HS from Raptor/ IBM.
q66 has made a custom watercooling solution for his Tyan POWER8 server. It's the same for the Blackbird, because the IBM heatsink for POWER8/ POWER9 are identical.

FYI, on the talos IRC is someone who is running a 18-core (190W) POWER9 on a Blackbird. And another one has overclocked a 8-core to 4.3GHz
