Their gitlab repo has more recent changes so I'm guessing that's where the 2.10 version is.

I was getting the same DRAM Init-V12-DDR4 errors and after removing the chip and re-seating it my Talos-II booted up.

Does anyone know of an IDE that allows you to remotely connect to the Talos II?
My Talos II is setup as a server so I want to remote into it but VS code server doesn't (and won't) support PowerPC.
Looks like IntelliJ IDEA doesn't either.

There are a few issues. The connection should be RS232 not TTL. So you need a USB to RS232 adapter not USB to TTL.
I tried my USB/TTL and got the same result you did. So, I checked the schematic and noticed it shouldn't be TTL and also the pinout in the schematic is different from the manual.
In the manual pin numbers alternate rows. So, ground is the bottom right most pin9 (pin 5 in schematic).

Sorry, I don't know if CR/LF is the correct setting, just meant you should try different ones.
You can also connect the TX and RX together on the dongle and see if you get what you type to loop back.

PuTTY doesn't work with some devices because the line ending type is hard coded. You can change it in TeraTerm though, so I would try different setting for CR/LF in TeraTerm.

Looking at the schematic, moving the switch towards 1 disables write protection (allows writing).
The pin is disconnecting from BMC control and pulled high by resistor; 1(off) 2(on)

The film (kapton tape) is there to protect the switch when it's being soldered to the motherboard add to allow a machine to pick up the part and place it on the motherboard.
