More info can be found at https://fedoramagazine.org/whats-new-fedora-38-workstation/
TL;DR; the GNOME animation has became sluggish... yet again!

The first regression is with amdgpu unable to play video with mesa-drivers-freeworld package

I have lodged bug report with RPMFusion. Ref: https://bugzilla.rpmfusion.org/show_bug.cgi?id=6654
EDIT: this issue has been resolved

A great mini-review at Talos space https://www.talospace.com/2023/05/fedora-38-mini-review-on-blackbird-and.html
I can confirm graphical smearing does occur on my GNOME + Wayland + AMDGPU

What card is in your system, again? I have the Raptor-provided WX7100.
-
Mine is Radeon RX 6600
-
Pretty happy with this distro so far.
The most recent update to kernel 6.4.0 is smooth. No bugs that I could pick up.
The only wish I have is more optimisation to mutter and GNOME shell. We have been there before, it is likely GNOME 45 might polish all rough edges before the release of Fedora 39

I have a silly recurring bug that's been in place since my original install of Fedora 37: periodically xscreensaver clears its power management settings and I'll need to re-enable them. There hasn't been much rhyme or reason - every two weeks to a month, it happens out of the blue.

Which DE are you using?

Xfce, with the DE's native screensaver app removed.

Please note that Fedora 38 has defaulted to Wayland. HOWEVER due to unmet conditions in udev rules, it is actually reverted to x11
To fix this issue, please consult https://9to5linux.com/how-to-enable-wayland-for-hybrid-nvidia-graphics-on-fedora-linux-38-workstation

Can I assume I’m in the clear because I use Xfce and literally hop into GNOME about once a month just to make sure it still works?

If you are using GDM, chances are you are likely impacted.
You can double check to see if Wayland is in use or not with command `echo $XDG_SESSION_TYPE`
