This is my combo. Even under full load, the computer is quieter than my NAS (DS214). My PowerMac Quad G5 was also louder than my POWER9 today. But I only have a Quadcore. But there is also a modification that makes the whole thing even quieter.

You could try to re-install dnfdragora. BTW, if the Software Center works, you don't need dnfdragora.

I tried rawhide several weeks ago and a lot of GNOME extensions doesn't work properly, that was the reason I switched back.

Yes, it's the patched Kernel. 5.4 works, 5.6 works. I hardly guess 5.5 works, too.
